The first thing you need to do is preheat your oven to three hundred and fifty degrees Fahrenheit. While the oven is warming up you should prepare a large nine by thirteen inch baking dish by lightly greasing it with a little bit of butter or oil.
In a large skillet over medium high heat add the olive oil and let it get hot for a moment. Add the ground beef or sliced steak to the pan and use a spoon to break it up into small pieces as it cooks.
Continue to cook the meat until it is completely browned and there is no pink left visible. Once it is finished cooking you should carefully drain the excess fat from the pan so that your casserole does not become too oily.

Add the chopped green bell peppers and the sliced onions and the mushrooms into the skillet with the meat. Cook everything together for about five to seven minutes until the vegetables have softened and the onions are starting to look translucent.
Turn the heat down to low and stir in the softened cream cheese along with the Worcestershire sauce and the garlic powder and the onion powder. Mix it very well until the cream cheese has melted and created a thick and savory sauce that coats all the meat and vegetables.
Taste the mixture and add your salt and black pepper to your liking. Once the mixture is creamy and well combined you can turn off the stove and transfer everything into your prepared baking dish.
Use a spatula to spread the meat and vegetable mixture out into an even layer so that it reaches all the corners of the dish. This ensures that everyone gets an equal amount of meat and cheese in every single slice.
Lay the slices of provolone cheese across the top of the meat mixture until the entire surface is covered. If you are using shredded cheese instead you should sprinkle it evenly over the top in a thick and generous layer.
Place the baking dish into the center of your preheated oven and bake for about fifteen to twenty minutes. You are looking for the cheese to be completely melted and starting to show a few beautiful golden brown spots on the top.
Remove the casserole from the oven and let it rest for at least five minutes before you try to cut into it. This resting period allows the juices to settle and the cheese to firm up slightly which makes it much easier to serve and enjoy.
